Petition for Provincial Maintenance Standards Regulations in honour of Kathleen McCrae

PEI Fight for Affordable Housing is gathering signatures for a petition in the memory of Kathleen McRae, who passed away on September 20, 2025, at the age of 76 Kathleen, born in Souris, spent much of her life in Charlottetown. As a tenant, and throughout her career as a nurse, Kathleen saw and understood the impacts of inadequate housing on peoples’ mental and physical health. In 2023, she joined the PEI Fight for Affordable Housing to work for better conditions for tenants.
Since forming in 2018, the PEI Fight for Affordable Housing has repeatedly heard from tenants about lack of attention by their landlords to maintenance issues, such as lack of proper repairs after plumbing leaks leading to mould and insulation problems; broken or unrepaired furnaces, leading to inadequate heating on one hand and lack of cooling in the summer, leading to extreme overheating; malfunctioning appliances; rising floor tiles; snow removal, broken steps and broken cabinets; and windows and doors that don’t close or lock properly.
In honour of Kathleen, PEI Fight for Affordable Housing petitions the Legislative Assembly of Prince Edward Island to:
- encourage government to implement a provincial rental housing maintenance standards regulation.
- encourage government to ensure the regulation is enforced by qualified buildings inspectors who are
independent of IRAC and who have the power to issue orders (enforceable by the courts) and fines. - encourage government to amend Section 28 (1) of the Residential Tenancy Act, to include a meaningful obligation on the landlord to keep the premises, both inside units and the in common areas, in a good state of repair.
